Alexander Gillespie Professor of International Law at the University of Waikato joins Lisa Owen on The Long Lunch, and says "it is a gun situation."
The problem is we tend to identify terrorism as where the risk is.
An American is now 2000 more times likely to be killed by a fellow American with a gun than a foreign jihadi terrorist.
According to Professor Gillespie, 'Terrorism' is defined as wilful violence against citizens with the aim of changing government, which excludes the Texas attack.
